A pretty prime example of that recently was that, thanks to immigration, a man got his head virtually hacked off in Woolwich High Street a couple weeks ago, and the State's response was to arrest natives for saying angry things on Facebook. In his most influential work, Man, The State, and War, which began as a dissertation at Columbia in 1950, Waltz quotes the philosopher and historian R. Kenneth Waltz, Theory of International Politics (New York: Waveland Press, 2010). I have no doubt that nearly every writer on IR who has contributed to OpenCanada has read not one but both of Waltz's books: Man, The State, and War and Theory of International Politics. His two classics, Man, the State and War, and, Theory of International Politics, even as a Marxist, had a great impact on my thinking. The girl is 10, for crying out loud! Some of you might have seen the summer 2009 issue of International Relations; a retrospective on Man, the State, and War, by Kenneth Waltz, and its fiftieth anniversary. Level-of-analysis is a choice that an IR scholar must make when attempting to explain state behavior. Waltz's argument stems directly from the logic of nuclear deterrence and the balance of power, a concept he reinvigorated in his seminal text "Man, the State, and War". Man, the State, and War considers three lenses through which to approach international relations. The best we can hope for is what The brain and the heart go to intractable war in this decision. As I learned in International Relations 101 (in the 60′s), the definition of Realpolitik is, a nation's foreign policy decisions being driven by its own self-interest (see “Man, the State and War, Ken Waltz). His two most important works – Man, The State, and War and Theory of International Politics – provided the framework within, and against, international-relations scholars have argued for much of the post-WWII period. The Fundamental Problem of Economics states that people with infinite demands will attempt to meet those demands with limited resources. Since the conference I have continued to reflect intensely on the battered state of US-Russian relations, and my own slightly utopian hopes for repairing them. €�Asking who won a given war,” wrote Kenneth Waltz in his classic work 'Man, the State and War' is like asking who won the San Francisco earthquake”.
